Bayport Terminal Complex Project

(Houston, Texas) – ZCC recently
mobilized on a project that will bring significant changes
to the
Houston Ship Channel. The Port of Houston Authority
(PHA) awarded ZCC the first two contracts for Phase
1A of its $1.2 billion Bayport Container and Cruise
Terminal.
Under the contracts, ZCC will construct
a $37.9 million, 60-acre container yard and a $62 million,
1,660-foot wharf to connect the container yard to the
waterfront. In addition to the excavation associated
with the container yard and wharf, the project’s
scope includes excavation of 1.3 million cubic yards
of dredge material from the portion of the ship channel
that is adjacent to the future container yard and the
cruise ship terminal.
The terminal will relieve pressure
on the existing Barbours Cut terminal and help accommodate
projected increases in ship traffic and cargo volume.
The Bayport facilities are expected
to create 12,000 jobs in the first 10 years of operation
and $1 billion in new business revenues, as well as
an annual $40 million in tax revenues for the area.
Zachry’s winning bid committed to
meeting or exceeding PHA’s requirements for promoting
environmental quality, small business partnerships and community
outreach. Environmental sensitivity is a major consideration
in the execution of the project. Environmental Protection
Agency (EPA) regulations specify that nitrogen oxide (NOx)
emissions cannot exceed 25 tons during any 12-month period
for a project constructed over water, no matter how many contractors
are working. To meet that requirement and minimize emissions,
Zachry developed a process to construct the wharf onshore
using environmentally- friendly fuels.
