$300 Million Cogeneration Expansion Begins
at ExxonMobil Beaumont Refinery

September 22, 2003

(Houston, Texas) - Jefferson County Power Partners, LP (JCPP), began foundation work for a 465 Mw cogen addition at ExxonMobil's Beaumont Refinery in Jefferson County, Texas. JCPP was selected as the engineering, procurement and construction (EPC) contractor for the cogeneration power island that is part of an expansion and upgrade of the existing utilities plant at the refinery. JCPP mobilized on site in July. ENGlobal Engineering, Incorporated was awarded detailed engineering, procurement and construction management for all work performed within the boundaries of the refinery.

The new power island will consist of three GE Power Systems Frame 7FA combustion turbine generators, each with a heat recovery steam generator and will tie in to the existing cogeneration system at the refinery. Construction of the new power island will take 18 months with commercial startup targeted for the third quarter of 2005.

JCPP is a joint venture of Black & Veatch and Zachry Construction Corporation.
